Trump revokes Biden EV executive order, pauses funds for EV charging stations

President Trump revoked the Biden administration’s electric vehicle (EV) executive order and halted the distribution of government funds for vehicle charging stations on his first day in office on Monday. 

In an executive order, titled Unleashing American Energy, Trump paused disbursement of funds appropriated through the Infrastructure Investment and Jobs Act including funds for EV charging stations made available through the National Electric Vehicle Infrastructure Formula Program and the Charging and Fueling Infrastructure Discretionary Grant Program. 

The order also eliminates Biden’s “EV mandate” to promote “true” consumer choice, which, it says, is essential for economic growth and innovation. Biden outlined a plan for 50% of new passenger vehicles to be zero-emission vehicles by 2030 in a 2021 executive order. He rolled back the plan during his election campaign. 

Under Biden’s administration, the Environmental Protection Agency released new standards to reduce carbon emissions in April. The plan doesn’t require manufacturers to produce EVs to meet the standards, but it is likely the easiest way for them to meet the standards that start in 2027. 

It also calls for the termination of state emissions waivers, which allowed states to adopt zero-emission vehicle mandates that followed California’s Advanced Clean Cars II program. The Alliance for Automotive Innovation (Auto Innovators) recently said it would take a miracle for major automakers to meet the mandates. 

The AP reports that language in the order and others issued by Trump Monday allude to him ending a $7,500 EV tax credit for new EV purchases and rolling back the EPA’s carbon emission reduction plan.
