Norwalk police officer accused of illegally collecting workers comp funds – NBC Connecticut


A Norwalk police officer has been arrested for illegally collecting workers compensation funds, according to the Division of Criminal Justice.

Steven Luciano, 44, of Norwalk, was arrested by inspectors from the Workers’ Compensation Fraud Control Unit in the Office of the Chief State’s Attorney on Monday.

Luciano is accused of illegally collecting workers compensation benefits totaling $19,581.63.

The former officer is facing charges including perjury, larceny and fraudulent claim or receipt of benefits.

Officials said Luciano reported getting injured on Nov. 17, 2024 while working as an officer for the Norwalk Police Department. He told authorities that he injured his neck while exiting his vehicle, according to an arrest warrant.

After the incident, medical professionals determined he suffered a cervical spine injury and he was placed in a Temporary Total Disability status by his healthcare provider, officials said.

While receiving TTD benefits, Luciano was supposed to tell his employer of any medical improvement, but he was seen weightlifting at a local fitness club while claiming that his right-hand grip was compromised.

Investigators also determined that Luciano provided false testimony in a deposition taken by attorneys representing the City of Norwalk.

“We are taking this matter very seriously and have been fully cooperating with the investigation conducted by the Office of the Chief States’ Attorney,” Police Chief James Walsh said in a statement.

Walsh said Luciano was placed on leave pending the outcome of criminal and internal investigations.

“The Norwalk Police Department holds all personnel to the highest standards of integrity. While we cannot discuss details of the ongoing case, I want to assure the community that we are committed to transparency and maintaining public trust,” Wash said.

Luciano turned himself in to the Rocky Hill Police Department. He was released on a $10,000 bond and is scheduled to appear in court on Dec. 3.
