LISBON – The City of East Liverpool is now going after a resident whom the Ohio Attorney General has already accused of pocketing tens of thousands of dollars in charitable donations.
According to a complaint filed in Columbiana County Municipal Court, Amanda Kiger, 53, failed to file city tax returns for six years, from 2021 to 2026.
An October 6 hearing has been scheduled for Kiger to answer those charges.
Kiger, the former director of the now-defunct East Liverpool-based non-profit River Valley Organizing, was handed a nine-count indictment in March by a Columbiana County Grand Jury.
Felony charges of aggravated theft and telecommunications fraud stem from allegations that Kiger stole at least $150,000 donated to River Valley Organizing.
Founded in 2020, River Valley was a citizen-based group advocating for social and environmental causes, with a stated mission to make the Ohio River Valley safer and cleaner.
The AG’s Office alleges that between 2021 and 2024, Kiger pocketed charitable donations for personal use while serving as the organization’s director.
Additionally, Kiger is accused of fraudulently obtaining $17,346 in unemployment benefits and failing to file state income tax returns for four years in a row, netting her additional charges of telecommunications fraud, grand theft, falsification in a theft offense, and filing incomplete, false, and fraudulent state tax returns.
River Valley Organizing shut down in early 2025.
Kiger pleaded not guilty to charges in the indictment during an April hearing and is currently free on a $100,000 bond.
A trial that had been scheduled for October has been pushed back to next February.
