Richmond man charged in Dollar General homicide


The suspect in the Dec. 13 homicide of Kamarr Hall on Richmond Highway has been charged in connection to multiple incidents.

Mark Palmer, 60, of Richmond, has been charged with homicide and multiple counts of attempted robbery with a firearm and use of a firearm in the commission of a felony.

  • Palmer was charged with attempted robbery and use of a firearm in an attempted robbery of a business employee in the 5200 block of Hull Street Road on Dec. 11.
  • He also was charged with robbery and use of a firearm in the commission of a felony in an attempted robbery of a business employee in the 1200 block of Westover Hills Boulevard on Dec. 8.
  • Finally, Palmer was charged with robbery and use of a firearm in the commission of a felony for a robbery of a business employee in the 5100 block of Hull Street Road on Nov. 26.


Instead of a wedding anniversary, she prepares for slain husband’s funeral

At approximately 4:50 p.m., on Dec. 13, officers were called to the Dollar General in the 3300 block of Richmond Highway for the report of a robbery and a person shot. Officers arrived and found an adult male employee, Hall, 50, of Richmond, inside the business suffering from an apparent gunshot wound. He was transported to a local hospital, where he died from his injury.

Detectives have been working on several robbery and attempted robbery cases and connected Palmer to those crimes and the homicide.

They had planned to celebrate their ninth anniversary after the holidays. Instead, Harris-Hall is planning for his funeral that will be held in his native Philadelphia.




“All of us in the city of Richmond are safer because this suspect is in custody,” said Richmond Police Chief Rick Edwards. “I extend my profound appreciation to the teams of detectives who worked these cases and who successfully delivered this case, with coordination from the Office of the Commonwealth’s Attorney, to the grand jury.”
